The Committee’s recommendations focus on speed, discipline, and transparency in the insolvency framework. It urges significant strengthening of NCLT capacity, strict pre-admission and plan-approval timelines, curbs on frivolous litigation, uniform valuation standards, and elimination of misuse of the personal-guarantor interim moratorium. The Committee also pushes for sector-specific reforms, especially in real estate, such as project-wise resolution, segregated accounts, and authorities’ participation in CoC. Further, it recommends a unified “no-dues” digital platform to prevent post-resolution disputes, enhanced information-sharing obligations for promoters and lenders, and continuous upskilling of RPs, valuers, and insolvency professionals.
